The South African Institute for Drug-Free Sport (“SAIDS”) imposed the following sanctions during August 2025:
William Kaptein
Athletics South Africa (ASA) | One (1) Month Sanction
Following an In-Competition test conducted on William Kaptein (the “Athlete”) at the 2025 Two Oceans Marathon event held on 6 April 2025, the Athlete tested positive for the presence of Cannabinoids/Carboxy THC (“Cannabinoids”) in his Sample.
In terms of the World Anti-Doping Code Prohibited List 2025, Cannabinoids are Specified Substances, classified under Category S8, which are prohibited In-Competition. Additionally, the Prohibited List prescribes that Tetrahydrocannabinol (“THC”) is classified as a Substance of Abuse.
Article 10.2.4.1 of the SAIDS Anti-Doping Rules states that, if an Athlete can establish that any ingestion or Use occurred Out-of-Competition and was unrelated to sport performance, then the period of Ineligibility (sanction) shall be three (3) months. In addition, the period of Ineligibility calculated under this Article 10.2.4.1 may be reduced to one (1) month if the Athlete satisfactorily completes a Substance of Abuse treatment program approved by SAIDS.
The Athlete accepted a voluntary provisional suspension starting on 15 May 2025 and completed a Substance of Abuse treatment program which was approved by SAIDS. Consequently, the period of Ineligibility was reduced to one (1) month, effective from 15 May 2025, until and including 15 June 2025.
Moselakwe Dan Matshailwe
Athletics South Africa | Four (4) Year Sanction
Following an Out-of-Competition test conducted on Moselakwe Dan Matshailwe (the “Athlete”) on 10 January 2025, the Athlete tested positive for the presence of the Metandienone Metabolite, 17β-Hydroxymethyl,17α-methyl-18-or-androst-1,4,13-trien-3-one in his Sample.
In terms of the World Anti-Doping Code Prohibited List 2025, Metandienone Metabolite, 17β-Hydroxymethyl,17α-methyl-18-or-androst-1,4,13-trien-3-one is a non-Specified Substance, classified under Category S1.1 (Anabolic Androgenic Steroids), which is prohibited at all times (In- and Out-Of-Competition).
His case was adjudicated before an Independent Doping Hearing Panel on 10 July 2025, which imposed a period of Ineligibility of (4) four years starting from 28 February 2025 (the date he was notified of his mandatory Provisional Suspension) until and including 28 February 2029. The Athlete has not filed an appeal against the decision of this Panel.
Diana-Lebo Phalula-Mzazi
Athletics South Africa | Three (3) year Sanction
Following an In-Competition test conducted on Diana-Lebo Phalula-Mzazi (the “Athlete”) at the Absa Run Your City, Gqeberha (10km) on 13 April 2025, the Athlete tested positive for the presence of Erythropoietin (“EPO”) in her Sample. In terms of the World Anti-Doping Code (“WADC”) Prohibited List 2025, EPO is a non-Specified Substance, classified under Category S2 (Peptide Hormones, Growth Factors, related Substances and Mimetics), which is prohibited at all times (In- and Out-Of-Competition).
The Athlete accepted the sanction of four (4) years, which was subsequently reduced to three (3) years based on her early admission of the anti-doping rule violation under Article 10.8.1 of the SAIDS Rules. The Athlete’s period of Ineligibility began on 20 June 2025 (the date she was notified of her mandatory Provisional Suspension) and will be effective up to and including 19 June 2028.
